I spent too much time in the crowdsource with the Boston bombing. Based on law enforcement showing the most damaging photos (from the L&T camera) to on-scene journalists late tonight and the descriptions provided therefrom, I realized I was looking at the guys most of the day. Not sure if I should post the pics. They can be easily found.

Edit: for staying on topic, I think a mil spec BIB would have picked up the bombs. Both were placed in positions hiding them from the police bird's nest at the finish line. A BIB much higher should have spotted them early (the two guys were there at least two hours before the blasts).
