I sent your link to Ameritrade...

The symbol DPBE has a DTC 'Global Lock' restriction on it. This means we cannot process a buy or a sell transaction on it. A 'Global Lock' status restricts all trading in a stock if the executing firm utilizes the Depository trust corporation (DTC). This restriction basically means the DTC is not currently accepting deposits on the security until further notice. If the DTC has a 'Chill' or 'Global Lock' status on the stock, we follow their lead and restrict a stock accordingly. We cannot speculate or comment on exactly why a stock's status is 'Chilled' or 'Global locked'. This restriction is for an indefinite amount of time.
