Most of phase 2 involves issues that the FAA Project Manager(CPM) and Project Team(CPT) gets accomplished. FAA Order 89001.1 gives a specific outline of the process that needs to be accomplished from here on out. Baltia's next step (along with supplying CPM with information and documents) is the following:

From my reading of phase 2 is very important and a significant step in the certification process.
