Wrong on both.
It is used to shrink the ownership of previous pumps.

The guy who bot 10,000 shares of Nevada copper deal, ends up with 10 shares after the reverse split. The "operator" , who has a majority interest, then issues new shares to a third party, maybe for debt, whatever ...
Third party sells new shares to "willing investors".

Rinse, lather , repeat.
