There is only a Jan 1, 2014 deadline for some of the existing competitors devices that are now on the QPL, but it is not a mandate. The only mandate I know of is the Dec. 3, 2012 mandate (congress passed a law) to screen 100% of air cargo on U.S. in-bound passenger jets, which is only sporadically being enforced, at present. JMHO but I believe this to be accurate.
