I think its a typo. In license Min technology should be Q3 2013.

Usually upcoming events are mentioned in ascending order of dates.
I believe events quarters are based on fiscal quarters. I see no reason for them to wait 3-6 months for answering FDA queries considering IND number assigned around March 18th.

Anyhow I sent a email to Dr. Koos for clarification. Let's see if I get any reply.
