Not if the brokerage account is a cash account in Canada . The brokerages can borrow against margin accounts but they can't do the same with cash accounts. The form of shorting that you mentioned in your post certainly has and still does take place. But the duration of the short will be 3 months or less since even the fringe brokers settle accounts quarterly.
