The $1 fee per checkout card reader is not charged to the consumer. Otherwise it would show on your receipt as such. Therefore the $1 charge per transaction is a fee to the business that is not transferred to the consumer based on the consumers receipt.

Get a clue to the real world! Not everyone gets paid cash under the table.
