My completely uninformed guess is that the application was put on hold, and that the company isn't required to PR that. What this PR proves is that the application was real and that the company is making an effort to fix it.

Again, totally uninformed. If you can find out for a fact if they need to PR if it was put on hold, that'd be great.

If I'm right, then I consider this to be good news. My main concern has always been that the IND app was either non-existent or half-assed.
