A rhetorical question: Given the overlap concerns, why can't the Sec. of Def. and/or the Chrmn, Joint Chiefs of Staff demand collaboration from the respective military branches. Sure, there won't be a one size fits all development, but there might be a means for design customizations/modifications to satisfy the needs of a given branch. Hence, a BIB customized for land forces (Army/Marines) and one for the sea (Coast Guard/Navy); and a civilian seafaring model for commercial/maritime use. Of course it's probably not that simple, given my non-military perspective.
