multivalue - curious as to what you base your understanding on. I may have missed something, but the PR states:

"Sanswire's military version airships can operate within an altitude range of between 5,000 and 70,000 feet AGL, with varying payloads"

So would 70,000 feet be in the stratosphere or not. I believe the answer is yes.
