WRONG.

AS is absolutely important as it provides the upper limit for the amount of shares to be diluted/released into the market during periods of exacerbated promotion and pumping.

A sub-penny company with a billion AS is likely to stay a sub-penny company or conduct another RS.

And I doubt the float is "just over 200+ million" now.
