They want the R/S to get the chance to attract more investors. There are a lot of investor firms that wouldnt even consider investing in a stock below $5. Plus the fact that with a PPS increase they would be able to uplist to NASDAQ which would attract even more investors. For shareholders, theoretically, its supposed to make no difference, although not really sure in practice.
