Recently the SEC suspended trading in EXTI for failure to file. Today, they dismissed their administrative proceeding, which would have revoked registration. Why?
Because back in 2007, EXTI filed a Form 15 to deregister voluntarily. Were they current with their financials at that time? No. Did the SEC care? No. They let the Form 15 become effective.
Oddly, though, EXTI subsequently filed a K for 2008. Why? Had their assets or the number of their shareholders dramatically increased? They even amended their K for 2007, and the one for 2008, several times, and submitted a Q or two for 2009.
