Washington State could use the RFID chip to monitor the sales of M and using that RFID chip, try to prevent M from leaving the State. DOJ AG Holder needs Washington State to find away to keep the M sold at the State M Store from leaving the State of Washington. M sold at the state M store must stay in the State. M sold at the state M store can't end up in Idaho or Oregon.
