1. A Cuban company cannot joint venture with the USA. Period.
2. Cubans do try to flee to the USA, but it is treason to say so in Cuba. In fact, Cubans trying to make it to Florida in overcrowded, un-seaworthy boats is second to drug smugglers on the list of US Coast Guard headaches in that area.
