It is my understanding that the shares outstanding, but not in the float are restricted for one year from the RS/RM due to EPGL not being current with SEC for the 3 years prior. There has been no dumping since July of last year as you would normally see, at least not what you would expect.
It's worth digging a little deeper, IMO.
