Help me understand please!

I know there are a lot of experienced traders here and thought perhaps someone could give me an idea as to why a stock's volume might have dwindled down so low recently when it only has good news being released and also good things happening in the near future.
The stock tickler is "BION" : BioNitrogen is the company.
I know a recent news release from one of the stock trader's news threw off on it a good bit, however it obviously doesn't know many details, it had changed names a few times in the past previously hidenet, but all the previous people were sent packing.
Also, there has not been a press release about it, but we (from the IHUB stock board) followers know that the governor of FL has approved bonds which is still in protocol, for the fertilizer plant to be built. All this very soon.... Long story short, the most recent "good news" about them acquiring 600 acres did nothing for the stock. And, the VOLUME seems to be plummeting. I'm wondering if people think it is a scam or what.
Wondering if anyone has any idea about "Why this might be" ie, volume, etc.
Would really appreciate any and all opinions on this stock. You can also find out plenty of information on all our DD on the IHUB's message board.
