They are mining concessions - similar to a permit that would be issued in the US by MSHA.

In Mexico the government owns all mineral rights.

The Mexican Ministry of Economy governs the mining industry and issues the concessions.

SRGE is not in the Ministry of Economy database.

There has never been any verifiable proof that SRGE has any mining concessions in Mexico.
