Excellent post, Geo!
It is 'dumping' and the Chinese government subsidize it.

Much of it is inferior, shorter life span for the product and/or performance.

To quote you:

Trade unions have an apprenticeship.
They like to pride themselves on quality people doing quality work.
The future of unions must have a culling ability;
they must demand professionalism from members...... educate novice and journeymen to new or relevant changes.
Many unions do this but they leave the culling to the employer.
You must know how expensive a lousy employee can be!

Too little is said about this subject in unions.
