Do you really believe that the Federal Government is so inept. The application process involves a lengthy questioner just to cover the possibilities you are describing, fingerprints, photographs, investigation by the FBI, proof of identity supported by documents issued by the US government and finally a personal interview and surprised site visit. At any stage misleading or untrue responses are considered lying to the Federal Government and / or agent which is a Federal crime punished by 5 years in prison and / or $250,000 fine. So your statements do not match reality on how these license are issued.
