I think you missed something. The "imposition withheld" clause means that he was on probation for 15 years instead of being behind bars. He was convicted of multiple felonies and probation is not imposed for "intent." He was convicted of committing the crimes specified. He is a convicted felon. He does owe the $600,000. If he violated probation he would have to spend the remainder of the sentence in a penitentiary. He was convicted of committing 12 felonies.
