I don't really know. There are always some annoying statements in the FHFA's various reports. FHFA does have a strategic plan and they have been working toward pursuing that plan. So some progress is being made. Slow, and not enough, but baby steps lead to toddler steps, which lead to...whatever...

I've worked at a couple of public utility regulatory agencies and all I can say is that FnF have made some progress in restoring themselves to financial health over the last four years and FHFA has been instrumental in making that happen. In doing so, he's certainly gotten no help from Congress or Treasury.
