Companies I know of don't start lowering prices on existing items until they have already introduced a new high-end system. Municipalities can afford the high ticket items because it saves them money in the long run.

My point is that opening up a lower tier market doesn't make sense if you can't sustain a high-end market. Otherwise, Virtra is just running themselves out of business for the municipalities and military markets.
