WSIN appears to have been created for the sole purpose of pumping SRGE. Just like that Mathers Research report.both using those Netherland servers.

I used the site operator to check all the pages and you were right - there is nothing but SRGE info - it looks like the first entry was in May 2012.

Again, the registrant is hidden behind a proxy.
