Hochberg -This deserves another viewing

His comments on the high cost of building complex prototype photonic chips...

"There are not many organizations in the world that are prepared to roll the dice with that much money over and over again.
That's the problem that the field of silicon photonics is encountering, you would like to build complex systems that require many layers of lithography, in fact you'd like to build complex systems that have transistors on board ... and then add some layers for the photonics and the cost of doing that, "one shot", might be a million bucks. That is affordable for a very well funded lab group, maybe once. Probably once ever. It's not the sort of thing you can do over and over again, and one of the things the semiconductor industry has learned through hard experience is that you have to try to do the same process over and over again if you want to do something complex and actually make it work. So, this is a challenge for us as a field."

Regarding applications...
"Once you have the ability to build something complex, that brings new physics into the CMOS system, people will come up with crazy things to do with it."
