So who is doing all of the shorting?

It's not the company diluting. It's MM's and shorters creating panic selling to bring the pps down for loading purposes.

If MMs are doing this you need to call the SEC immediately - because their function is:

A market maker is a company, or an individual, that quotes both a buy and a sell price in a stock held in inventory, hoping to make a profit on the bid-offer spread.

If they are shorting and driving the PPS down for their gain - call the SEC. But, we all know that isn't what is happening.
