The other thing is trying to figure out what would motivate the JDA to dawdle so much. Can we get into their heads somehow?

Do they expect they'll get more signature bonuses with which to line their pockets if they wait?

I don't anymore think that they are trying to wait out ERHC's financial end, because it is obvious to me that ERHC is backstopped by Chrome.

Maybe it's a quagmire of politics, but even politicians eventually smell the money/oil right? Or is there some sort of major sticking point or ego match...and if so, what the heck can it be?

Why does the JDA putz around and wait? What benefit do they gain by waiting? Are they even trying to negotiate something? Are the two countries unable to agree? And if so, what is it that they are having trouble finding common ground on?
