Today is the implementation date for the new minimum size order rule enacted by FINRA. It was supposed to go into effect on the 5th but delayed. That is why if you look at L2 today, MMs bid/ask sizes are 10,000 vs. 5,000. L2 showing delayed update of MM line up this morning is related to this rule update.

When you look at L2 now, manipulation is clear to see vs. real retail flippage.
