Finra and the SEC allow Market Makers to "Naked Short" shares..
Non-reporting companies fall under Finra Rule 4320 I believe..
Makes for quite the educational read..
especially when you look at the part about what defines a "Failure to Deliver".. IMO.. there is a loophole that allows for shares to be created without the need to "EVER" cover..
I could be wrong.. but until proven otherwise.. That's my opinion!
