I called my Scottrade agent on friday last week and he said I can sell my shares before they actually get transferred into my account but I will be responsible if the shares I sold are more then the ones I actually receive later on.. The funny part is that I placed a sell limit of $1 for the sale of 7500 shares and only one share did got sold off for $1 on Friday lol.. But that quantity could be more coz its not confirmed yet..
