This actually reminds me of the cash dividends declared, and paid, by PTSC years ago.  They were real, and the company wasn't exactly a scam, but it was still nothing going nowhere (and is still on that road to nowhere).  An unsuccessful company shouldn't be declaring dividends, and investors shouldn't put much weight on them, even if they function as an adjustment to the purchase price of the stock.
