Herbert is the CEO and will determine when the PRs are released and what goes in the PRs. Bobby handles the shareholder communications and simply passes along what he is told. Bobby has been friends with Herbert for 40 years and believes in what Herbert is trying to accomplish.

Look into what the SEC expects from a company regarding disclosures to their shareholders. Let Herbert hear your thoughts and frustrations and demand that he do his fiduciary duty and inform his shareholders!
