Back to the original question: How can there be an increase to 10 billion shares?

. . . which entitle the holders thereof to purchase from the corporation shares . . . whether authorized but unissued shares, treasury shares, or shares to be purchased or acquired by the corporation . . .

Any stock rights have to be exercised on the existing authorized share structure if it is for common shares.
