I agree there is no policy toward all pinks or indeed all stocks, but it isn't proven why $BCAP's TA is allegedly unreporting.

There are several avenues of conjecture:
1. Gagged deliberately by $BCAP to conduct an undercover buyback
2. Policy decision by the TA
3. Gagged deliberately by the company to conceal the share structure for reasons unbecoming
4. Information is revealed only to current shareholders

Of the four avenues, #3 seems very unlikely since the share structure freze was just voted on, the SS has been the same for one year with no change at FL SOS and the O/S maxed for most of that year.

In addition the current SS was just reconfirmed with FL SOS and otcmarkets.com when the amended By-Laws were filed on 10/19/2012. That's the most current information everyone has. Provable links to FL SOS as confirmation of the 10/18/2012 PR.

I guess all will be revealed during the course of the week or so when the TA and $BCAP are open for business.

There's plenty of conjecture cast about, much of which is unsubstantiated by PR's or filings.

I've called plenty of TA's about pink sheet share structure and was given the information. Some of them would only give the A/S and O/S, but not the float. Some were gagged at the company's request.

So no, there is not some policy among TA's to gag all pink sheet stocks. There may be a few TA's who have that policy, but not all of them.
