Treaty Energy Corp. (fka TECO)

As you are probably well aware, there are many people who are long on Treaty that are averaged in a bit lower, and in some cases a lot lower than .0335. Why would someone who is averaged in at let's say .025 buy a boatload more shares at .0335?? Buying another lot to bring your average up doesn't make a great deal of sense unless you want to go all in. I'm a gambler but going all in on TECO, or any other penny stock is WWWWAAYYYYY beyond my comfort level.
