HighTower cost less than $500K

Don't know why you think that they would need $5M to buy ISM. ISM is roughly twice the size of HighTower on a revenue basis, and Silversun only paid about $450K for HT, using cash from their line of credit.

Maybe HighTower's low price was an aberration, but then again, maybe Meller is looking for companies that won't cost much to acquire, such as HT, and found another one in ISM.
