"After carefully reviewing our focus on larger, more sophisticated, multi-screen systems, and especially in light of the required support issues, we decided it would be a mistake, even if we were successful in obtaining the award, to take the onerous financial risk of deploying our resources into such far-reaching geographical areas. While, under the right circumstances, we certainly would have enjoyed receiving the award, at this stage of our company's development we have to carefully choose what we believe are the right opportunities. At this time we continue to believe it was the right decision not to participate. Again, it is in the eyes of the beholder whether we "lost out." It was a project that we were at one time interested in, and thus some could claim we "lost out" on a new simulator award. However, we did not "lose out" on a head-to-head project that we bid upon."

Wow - I guess with such a limited product set they sure have a very specific criteria on what they will bid on. I guess you can never lose an award if you don't bid very many.
