In this case sellers aren't too eager to get out because there's a decent chance we will finally get some meaningful news soon. But the buyers aren't too eager to buy either because so far the company hasn't delivered anything at all, only promises. Hence the big gap between bid and ask. Once we get news (good or bad) the pps will move in a certain direction, volume will go up and bid and ask will be close.
