If you read the pr he doesnt have to take it all at once - VAL decides how much / how many to sell based on need. Its sold to them at a discount and they have to hold them for a certain amount of time before they can sell the shares.

The most important thing to me on this is someone else on the outside looked at Vals plans , liked what they saw and agreed to give him money - take an equity position in this co. You dont take an equity position unless youare pretty damx confident the pps is going to go up .....that to me is what is most important about him getting this deal / money.
