Seriously doubt EMPM did the share buy-back. I quick look at the 10Qs filed in April and July shows the same number of outstanding shares. So, unless they did the claimed buy-back in the last 7 days of July, after the last 10Q was filed, they didn't follow through. The next 10Q next month will tell the tale there.

One other thing of note is the supposed buy-back amount. 10M shares of a 250M outstanding is not going to put much of a increase in share value. To not do it at all would be typical of a desperate company dropping fluff PRs.
