I have studied IDLM's share structure in great detail. There are no performance shares that could go to the MM.

Now, I'll grant you that MMs charge something to sponsor companies on OTCQB. I suppose it could be possible that this bill would be paid with shares. But IDLM has never paid bills with shares. EVER. And Frasier clearly thinks 20c or 30c is absurdly cheap -- just look at the pricing of his options! So, I seriously doubt they would use shares as a form of payment for ANY transaction down at these prices.

Occam's razor: As Ugly posted, there has been no Form 4 showing these came from Frasier (or Haddock). Frasier is not Santa -- not going to sell at 5c to buy at 50c, $1, and $2. Nobody else had this many shares. It must have come from the Sawarynski block.
