A person of Toole's caliber was absolutely needed. I think he did a great job getting IWEB's name out to the market place. Maybe his sole focus was branding/marketing with little influence on the sales organization. Really hard to say without actually working there.

Branding/sales/marketing are all in the same circle though. Howe obviously thought that major changes needed to occur quickly. And, apparently he hit the ground running.
