The setting of a rate with NOK would surely be cause for a filing.

I don't believe that's the case, because they said nothing about a change in financial condition or operations of IDCC.

I suspect there is some other reason for filing under Section 13 (which was mentioned first-before 15(d), and without some direction, it is impossible to find the needle.

Once again, we're out on a limb.

We don't know whether they'll saw it off next week, or finish what they started, by giving an explanation.
