Whoa, there big fella. We are talking about two different matters. The instant any new shares (restricted or free trading) are issued the TA "should" have the count. However, that doesn't mean that they have hit the tape because they may be restricted and, therefore, not sold into the market. They might not be sold (hit the tape) for months because of restrictions.

The "Tape" therefore is not a 100% reliable indicator of dilution. The TA is ... or at least should be.
