I don't have the DRMS link, but here is the link to the document that Jazzpa posted. If you go to page 8, the middle paragraph right above item marked 5, it says
"

Rather than deny AM-03, the division determined that a conditional approval was warranted whereby the Applicant may proceed with the approved portions of the plan while further pursuing the Envorinmental Protection Plan for the mill tailings repository through a Technical Revision and/or Ammendments."

It seems that the simpler road to take is the TR way, rather than an Ammendments process. (The Ammendment option, I believe, was left in just in case CGFIA chose to make more sweeping changes beyond the proposed MTR.)
