The conditions themselves are not expensive, except for a possible increase in the environmental bond. (That even the DRMS agrees is an unknown. It may be nothing, or may be some added to the $500 K they have already. That will be determined when more data is evaluated by the DRMS. That data is the rest of the "conditions".

The majority of the conditions encompass information about the impound area to be built for the dry stack material.
The impound area itself is the costliest of all the conditions. But that should have been foreseen in the details of the plan submitted to the DRMS. After all, it is CGFI's plan.
The structure is the clear span enclosure to cover and protect the tailings from weather (rain and snow) during milling.
When the area is filled, it will be capped to DRMS specs, and the structure moved to the next location. (it is a modular tent like structure, already used in agricultural and mining situations.)
The cost of the clear span is the big question.
But financing to get it should be available, just like any other piece of industrial equipment.
I think it should be doable for about a million dollars. (JMHO)
