Dumb question: how bad are the conditions? Specifically, (a) how much will they cost, and (b) when can the mill meet the conditions if CGFIA had the money?

Okay, so that's two dumb questions, or maybe a single dumb question with two subparts. In any event, I have not had time to follow this much for the last couple months, so I would appreciate any thoughts that anyone wishes to share.
