The response i just got from Cape Investor Relations.

Mr. Welker,

Cape has been working for the past year on a strategy to recapitalize the
business to then get relisted. After a few false starts it looks like it
will happen by the middle of Sept 2012. We are in a quiet period until
then. If all goes as planned a press release will be issued by the end of
August.
