scooby: Found one reference to Vid Scale.

An international patent application (W O 2 0 1 2 0 5 8 3 9 4 ( A 1 ) 2 0 1 2 - 0 5 - 0 3 ) titled “Systems and Methods for Adaptive Video Coding" was made with Vid Scale plus four individuals (The inventors) listed as applicants. Of the four individuals, one Serhad Doken is the Director of Engineering at IDCC’s Pennsylvania HQ, while the remaining three all work at the San Diego office. So it would appear that whatever Vid Scale is involved in, it is being done in San Diego.
